6.2.A. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
March 19, 2012
SUBJECT
Final Acceptance — 2010 -2011 Slurry Seal Project
RECOMMENDATION
Accept, by motion, the 2010 -2011 Slurry Seal Project, and authorize the release of
bonds and the retention according to city procedures.
BACKGROUND
On July 11, 2011, Council awarded the construction contract for the 2010 -2011 Slurry
Seal Project to American Asphalt Repair and Resurfacing Co., Inc. of Hayward. The
project was awarded for a base bid of $584,938.60. Construction began in September,
2011, and concluded in January, 2012.
ANALYSIS
This project resurfaced Hudson Street, Valota Road, James Avenue, Charter Street,
Marlin Court, Marlin Drive, Blomquist Street, Seaport Boulevard, Chesapeake Drive,
Galveston Drive, Penobscot Drive, and Saginaw Drive. Portions of Broadway, Marshall
Street, Middlefield Road, and Maple Street were also resurfaced. Redwood Avenue
was deleted from this project to better coordinate with ongoing sanitary sewer
replacement. Rather than damage a newly resurfaced roadway, staff will include
Redwood Avenue in the next annual slurry seal project after construction is complete.
The project is successfully completed in accordance with the plans and specifications.
Two (2) change orders for a credit totaling $2,905.26 were issued. The final contract
amount is $582,033.34, which is 0.5% less than the contract amount initially awarded.
Change orders resulted from quantity adjustments.
ALTERNATIVES
Council may choose not to accept the project or authorize the release of bonds and
retention which would be contrary to the terms of the contract, prior Council action, and
public contracting code.
FISCAL IMPACT
Sufficient funding for the work of this project was previously approved and appropriated
as Various Transportation Grants - Street Pavement Management Program
Construction (Proposition 1 B) and Transportation Fund - Street Pavement Management
Program Construction (Measure A).
