REPORT 6.3.B. - F <br />To the Honorable Mayor and City Council <br />From the City Manager <br />March 19, 2012 <br />SUBJECT <br />Approve the job classification for the position of Assistant Public Works Director and <br />amend the salary and wage plan accordingly <br />RECOMMENDATION <br />By resolution, approve the establishment of the Assistant Public Works Director <br />classification and amend the Salary and Wage Plan to add the Assistant Public Works <br />Director classification <br />BACKGROUND <br />In support of the City Council's strategic initiative of efficient government operations, the <br />existing organization of operating departments are periodically reviewed for <br />opportunities to combine or restructure functions for increased effectiveness and <br />efficiency. The Public Works Director position has been vacant since June, 2011, <br />providing the opportunity to analyze the needs and strategic direction of the City's <br />public works operations. <br />ANALYSIS <br />The City's Public Works function previously involved two City departments. <br />Engineering activities were organized as a Division of the Community Development <br />Department, while the the Public Works Services Department, headed by the Public <br />Works Director was focused exclusively maintenance and fleet operations. Upon <br />review, it was determined that the maintenance functions could be efficiently organized <br />as a division within the Community Development Department, rather than a separate <br />department. Under this structure, an Assistant Public Works Director position will <br />oversee maintenance operations division, and report to the Community Development <br />Director. This structure will allow for greater coordination among maintenance, <br />engineering, planning, and building functions of the organization, with reduced salary <br />costs. <br />The Assistant Public Works Director position will be included in the Executive <br />Management Group. A salary survey was conducted according to the Executive <br />Management salary- setting plan adopted by the Personnel Subcommittee to determine <br />the salary range based on matching classifications in comparable agencies. Due to <br />insufficient matching classifications, the proposed salary is aligned internally with the <br />Community Development Manager - Engineering classification. The proposed salary is <br />$11,464 - $13,609 per month. The salary range surveyed in December 2011 for the <br />Public Works Director was a range of $13,323- $16,768. <br />age 1 <br />
