6.3.D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the Mayor <br />March 19, 2012 <br />SUBJECT <br />Confirm Mayor's appointment of two members to the redevelopment dissolution <br />Oversight Board. <br />RECOMMENDATION <br />Adopt resolution confirming the Mayor's appointment of two members to the <br />redevelopment dissolution Oversight Board. (Attachment 1) <br />BACKGROUND <br />On January 23, 2012, the Council adopted a resolution confirming that the City of <br />Redwood City would serve as the Successor Agency ( "Successor Agency ") to the <br />dissolved Redevelopment Agency ( "RDA ") of Redwood City effective February 1, 2012. <br />Each successor agency will have an Oversight Board composed of seven members by <br />May 1, 2012. <br />The Mayor appoints two Oversight Board members including one that represents the <br />former Redevelopment Agency employees. The remaining five members are as follows: <br />1. A Board of Supervisor, <br />2. A member from the public appointed by the Board of Supervisor, <br />3. The largest special district by property tax share with territory in the territorial <br />jurisdiction of the former redevelopment agency, <br />4. The County Superintendent of Education, and <br />5. The Chancellor of the California Community Colleges. <br />The Oversight Board will oversee the City acting as the Successor Agency to the former <br />Redevelopment Agency. The actions of the Oversight Board are described below; <br />however, they shall not be effective for three business days, pending a request for <br />review by the State Department of Finance ( "DOF "). Once a request is made, the DOF <br />has ten days from the date of the request to approve the Oversight Board action or to <br />return it to the Oversight Board for reconsideration. <br />1. Select a chairperson and report the names of the members and the chair to the <br />State Department of Finance by May 1, 2012; <br />
