determined that it would be beneficial to the City of Redwood City to pursue mitigation at <br />another location to avoid potential impacts to the SMHM. <br /> <br />This task also included investigating the feasibility of pursuing mitigation at the Caltrans' <br />Foster City mitigation site, the USFWS' restoration of Bair Island, or other Bay Area <br />wetland restoration sites. After conversations with Carl Wilcox at California Department <br />of Fish and Game, it was determined that Bair Island represents a feasible option for the <br />project with funds to be provided to support that restoration effort as "in lieu" mitigation. <br />Although there is no guarantee, it is likely Bair Island will be acceptable to the resource <br />agencies. <br /> <br />The items in this task have already been completed. <br /> <br />Task 2. Background Review <br /> <br />H. T. Harvey & Associates will compile all relevant impact site and Bair Island <br />background materials into a cohesive summary for use in negotiating with the agencies. <br />This will include a timeline of all reports, important site visits and agency interaction to <br />date, as well as the recommended next steps. <br /> <br />Task 3. Meetings and Agency Coordination <br /> <br />H. T. Harvey & Associates will work closely with the City of Redwood City as well as <br />the U.S. Army Corps of Engineers (USACE), Regional Water Quality Control Board <br />(RWQCB), California Department of Fish and Game (CDFG), and Bay Conservation and <br />Development Commission (BCDC) to strive for a consensus on the use of Bair Island for <br />the Ralston/101 Interchange project. The goal is to seek approval for the City of <br />Redwood City to mitigate the impacts of the proposed Ralston/101 Interchange project by <br />providing an appropriate amount of compensation towards the restoration of Bait Island. <br />This will include up to 2 additional site visits and/or meetings with agency personnel, as <br />well as the necessary phone calls to determine a final course of action. <br /> <br />Task 4. Prepare Report <br /> <br />A brief report summarizing the outcome of the discussions outlined in Task 3 will be <br />prepared and submitted to the City of Redwood City for review. It is assumed that any <br />revisions to the report will be minor in nature. The revised report will then be submitted <br />to the agencies for their approval. This report should also clearly outline the next steps <br />necessary by the City of Redwood City to receive mitigation credit at Bair Island. <br /> <br />Task 5. Permit Coordination <br /> <br />H.T. Harvey & Associates will coordinate with the agencies to ensure that the above <br />report and proposed adjustments to the mitigation proceedings are incorporated into the <br />project's permit applications. <br /> <br /> H.
