Section 5. Planned Development Permit P 2011 -o2 is hereby <br />conditionally approved based on the Planning Commission's consideration and <br />reliance on the Initial Study Mitigated Negative Declaration IS (provided <br />d <br />under separate corer) and in accordance with the plans, details and descriptions <br />contained therein, and subject to the Mitigation Monitoring and Reporting <br />Program, a a hed hereto as Exhibit I , and incorporated herein by reference and <br />further, subject to the Conditions of Approval set forth herein below and further <br />subject to the approval, execution and recordation of the Affordability Agreement <br />attached hereto as Exhibit 2 and incorporated herein by reference and also <br />subject to the approval by the City Council, of Parcel map as part of this Project . <br />CONDITIONS F APPROVAL, <br />Prior to issuance of the building permit, the project applicant will submit an <br />exterior lighting plan that Includes only exterior lighting fixt for the <br />residential project that de not allow direct light rays to lean the project site <br />and that also do not allow direct light sources (incandescent, fluorescent, <br />or other forms of electric illumination ) to be directly visible f rom offsite <br />locations. The plan will be subject to review and approval b y the Planning <br />Division. <br />2. A Public Access Easement shall be filed and recorded by the applicant for <br />the private street bisecting the project San o e Street extension) to alto <br />public pedestrian and bicycle access from Sansorne Street to V eterans <br />Bou levard <br />3. The applicant shall submit a parcel map s howing a new grater line <br />easement through the property from Winslow Street to Veterans <br />Boulevard per applicant's correspondence of April 19, 2011 " The parcel <br />map shall also contain easements dedicated to the City and for public <br />purposes not limited to folic Service Easements, Emergency Access <br />Easements, and Public Access Easements. <br />4. The contractor shall implement the following Best Management Practices <br />Erich are standard project requirements: <br />All exposed surfaces e.g., parting areas staging areas, soil piles, <br />graded areas, and unpaged access roads) shall be watered two tines <br />per day. <br />& All haul trucks transporting soil, sand, o other loose material off -site <br />shall b e covered. <br />o All visible mud or dirt track --out onto adjacent public roads shall be <br />removed using wet poorer vacuum street sweepers at least once per <br />day.
