1. Find This Planning Commission hereby rakes the following findings with respect to CE QA "Findings "): . The above recitals are true and correct and together with the staff Deport and the application materials, including without limitation the Is iN , and all other documents, reports, studies, memoranda, maps, oral and written testimony, and materials in the City's file for the applications and the Project, and all adopted City planning documents relating to the Project and the property including the City's General Plan, Zoning ordinance, and other applicable city laws and regulations, and all associated approved and adopted environmental documents, have served as a n adequate and appropriate evidentiary basis for the findings and actions set forth in this Resolution. b. The city of Redwood City is the lead agency under CEQA for preparing the IS/ ND, and is the entity with final decision - making authority with regard to approval of the Airgas Facility relocation Project. . The Planning Commission confirms that 1 the IS/IVIND for the Project was presented to the Planning Commission, 2 the IS/IVIND was prepared, published, circulated, reviewed and completed in full compliance with state law and CEA Guidelines, 3 there was adequate public review of the IS I1 ND, the IS I IND has considered all comments on the IS/IVIND adequately discusses all significant environmental issues, and the IS/MND reflects the independent judgment and analysis of the Planning Commission. d. The Planning Commission has reviewed and considered the information contained in the IS/IVIND prior to acting on the proposed Project. e. There is no substantial evidence in the record that the Project, as described, will have a significant effect on any of the environmental factors potentially affected. The Planning Commission directs than, upon approval of the Project, the City's Community Development services Department shall file a notice of determination with the County clerk of San Mateo Cou nty. f. The Planning Commission does hereby make the foregoing Findings with respect to the significant effects on the environment of such Project, as identified in the Is /MIND, with the stipulations that all information in these findings is intended as a summary of the full administrative record supporting the IS IVINI , which full administrative record should be consulted for the full details supporting these Findings. 2.
