� � <br /> EXHIBIT B <br /> FULL BALLOT TEXT <br /> Redwood City Elementary School District <br /> Elementary Education Improvement and Student Achievement Measure <br /> • Due to state budget cuts to education, the Redwood City Elementary School <br /> District (which educates students in Redwood City, parts of Atherton, Menlo <br /> Park, San Carlos, Woodside, and adjacent unincorporated areas) has cut about <br /> $13 million over the last five years, including laying off more than 120 <br /> teachers and other staff, increasing the number of students in many classrooms <br /> by up to 50 percent, and reducing the number of hours that school libraries ue <br /> open during the school day. <br /> • Per student funding has dropped from $5,534 per shadent in the 2007-08 <br /> school year to $4,972 per student in the 2011-12 school year. This drop in per <br /> student funding occurced at the same time that operating expenses such as <br /> energy, utilities and cost of supplies have increased. <br /> • Student success is our school district's priority, and most of the budget goes <br /> directly to academic programs and classroom instruction to deliver quality <br /> education to all of our students. <br /> • Redwood City School District is one of the lowest funded school districts in <br /> the region, which has made recent budget cuts even more harmful to our <br /> academic program. <br /> TERMS <br /> To improve local elementary and middle school education for all shadents with funds that <br /> cannot be taken by the State, to enhance reading, writing, math, and science skills; to <br /> attract and retain qualified teachers; and to suppoR school libraries; shall the Redwood <br /> City Elementary School District levy an educational parcel tax of $67 annually for five <br /> years only, exempting seniors, with independent citizen oversight, annual reports to the <br /> communiry, no money for administrators' salaries, and all money benefiting local <br /> schools? <br /> Moneys raised under this Measure shall be authorized to be used only for the following <br /> purposes in accordance with priorities established by the Board and to the extent of <br /> available funds: <br />
