The public interest and necessity required the proposed <br />Project. <br /> <br /> 3. The proposed Project is planned and located in the <br />manner that will be most compatible with the greatest public good <br />and the least private injury. <br /> <br /> 4. The Property sought to be acquired and described herein <br />is necessary for the proposed Project. <br /> <br /> 5. The offer required by Section 7267.2 of the Government <br />Code has been made to the owner or owners of record. <br /> <br /> The Attorney for the City is hereby directed to institute <br />and conduct to a conclusion an action in eminent domain for the <br />acquisition of the Property. <br /> <br /> <br />
