This pa� is intended to preseive, to the ina�nuin eitent possible, the revenues and assets of <br /> redevelopinent agencies so that those assets and revenues that are not needed to pa�� for enforceable <br /> obligations ma�- be used b�- local governinents to fi�nd core governinental services including police and <br /> fire protection seivices �nd schools. <br /> (d) For puiposes of this part, "enforceable obligation" ineans an�- of the follo�viug: <br /> Cate�oi <br /> (1) Bonds, as defined b�� Section 33602 and bonds issi�ed pursuant to Section �850 of the <br /> Governinent Code. including the required debt seivice. reseive set-asides �nd an�- other pa�-inents <br /> required under the indenture or siinilar docuinents governing the issuance of the outstanding <br /> bonds of the redevelopment agenc�-. <br /> (2) Loans of inone�- s borro��-ed b�- the redevelopinent agenc�- for a lawful purpose. including, but not <br /> limited to, mone�-s boi7o«ed from the Lo�� and Moderate Income Housuig Fund, to the eitent <br /> the�- are legall�- required to be repaid pursuant to a required repa�-inent schedule or other <br /> inandaton-loan tei7ns. <br /> (3) Payments required b�- the federal governlnent, preeiisting obligations to the state or obligations <br /> imposed b�- state la��-, other than pass through pa5-ments that are macle b�- the count�- auditor- <br /> controller pursuant to Section 3� 183, or leg�ll�T enforceable p��-inents required in connection �vith <br /> the agencies' einployees. including, but not liinited to, pension pa�-�nents. pension obligation debt <br /> seivice, and unemplo�-ment payments. <br /> (4) Ji�dgments or settlements entered b�- a competent court of la« or binding arbitration decisions <br /> agaulst the foriner redevelopinent agenc�-, other tlian pass through p��-inents that are in�de b��� the <br /> count�T auditor-controller pursuant to Section 34183.
