04/09/2012 <br /> ORIGINAL <br /> RESOLUTION NO. 15184 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br /> ESTABLISHING POLICY GOALS AND A VOLUNTARY PROGRAM ELIMINATING <br /> POLYSTYRENE FOOD SERVICE WARE AS PART OF THE TRANSITION TO A <br /> MANDATORY PROGRAM <br /> WHEREAS, the County of San Mateo has adopted an ordinance prohibiting food <br /> vendors from using polystyrene based disposable food service ware and the City of Redwood <br /> City is considering adopting the County's ordinance by reference; <br /> WHEREAS, the City Council finds that polystyrene is a petroleum-based, lightweight <br /> plastic material commonly used as food service ware by retail food vendors operating in the City <br /> of Redwood City; <br /> WHEREAS, polystyrene, often referred to by the trademark term "styrofoam," has also <br /> become a problematic environmental pollutant given its non-biodegradable and nearly non- <br /> reusable nature and which may persist in the environment without breaking down; <br /> WHEREAS, the City Council finds that polystyrene-based, single-use food service ware <br /> consistently constitutes a substantial portion of the trash and litter found on the streets, streams, <br /> creeks and in the storm drains within the City of Redwood City; <br /> WHEREAS, the City Council finds that effective ways to reduce the negative <br /> environmental impacts of disposable food service ware include using compostable materials <br /> made from renewable sources such as paper, cardboard, corn starch, potato starch, and/or <br /> sugarcane; and <br /> WHEREAS, the City Council finds and declares that it should restrict the use by food <br /> vendors of polystyrene-based disposable food service ware; <br /> WHEREAS, counties and cities across California are considering taking the same or <br /> similar measures due to these public policy concerns; and <br /> WHEREAS, the City Council's proposed ordinance regarding prohibiting polystyrene <br /> food service ware would not be effective until January 1, 2013, in order to provide a transition <br /> period, during which a voluntary ban on polystyrene products coupled with an educational <br /> outreach program would be implemented as steps in achieving the City's policy goal of <br /> eliminating polystyrene food service ware products. <br /> NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Redwood <br /> City that: <br /> 7 <br /> U:\Resolutions�2 01 212 01 2 Resolutions and Exhibits\Reso 15164 - ESTABLISH POLICY GOALS AND A <br /> VOLUNTARY PROGRAM ELIMINATING POLYSTYRENE FOOD SERVICE WARE AS PART OF TRANSITION TO <br /> A MANDATORY PROGRAM.doc RESO. # 15184 <br /> MUFF # 305 <br />
