6.3.A. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Ma or April 23, 2012 SUBJECT Confirm Mayor's appointment of a member to the Redevelopment Dissolution Oversight Board to serve as the representative of the former Redevelopment Agency RECOMMENDATION Adopt resolution confirming Mayor's appointment of a member to the Redevelopment Dissolution Oversight Board to serve as the representative of the former Redevelopment Agency. (Attachment 1) BACKGROUND On January 23, 2012, the Council adopted a resolution confirming that the City of Redwood City would serve as the Successor Agency ("Successor Agency") to the dissolved Redevelopment Agency of Redwood City. Dissolution of the redevelopment agency was effective on February 1, 2012. By May 1, 2012, each successor agency must have an Oversight Board composed of seven members. ANALYSIS The Successor Agency is entitled to appoint two members — one member is appointed by the mayor for the city that formed the redevelopment agency. On March 19, 2012, the Council confirmed Alicia Aguirre, Mayor of Redwood City, to serve as one of the Mayor's representatives on the Oversight Board. The other Successor Agency appointment is to be appointed by the mayor from a member representing the employees of the former redevelopment agency from the recognized employee organization representing the largest number of former redevelopment agency employee. The Redwood City Management Employee Association (RCMEA) has the largest number of employees supported by the Agency. Accordingly, the Mayor appointed Blake Lyon, an RCMEA member, to serve as the second member on the Oversight Board and seeks the City Council's confirmation of that appointment. ALTERNATIVES If the Mayor does not appoint a representative of the former redevelopment agency to the Oversight Board by the May 1, 2012 deadline, the Governor may fill any vacant positions, by May 15, 2012.
