6.5.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> April 23, 2012 <br /> SUBJECT <br /> Amendment to Section 40.1.4 of the Redwood City Municipal Code Relating to Historic <br /> Resources Advisory Committee <br /> RECOMMENDATION <br /> Waive First Reading and Introduce An Ordinance Amending Section 40.1.1 Relating to <br /> Historic Resources Advisory Committee. <br /> BACKGROUND <br /> Several months ago, the City Council approved a set of changes to the structure and <br /> procedures of a number of the City Council Boards, Commissions, and Committees <br /> (BCCs) including reducing the size of several of the BCCs. The Historic Resources <br /> Advisory Committee (HRAC) was reduced from seven members to five members at that <br /> time. <br /> ANALYSIS <br /> Before its reduction, two of the seven members of the HRAC could be non-City <br /> residents provided they met other qualifying criteria in the ordinance that demonstrated <br /> special training or expertise such as being a license architect or engineer or a member <br /> of certain associations that relate to the purpose of the HRAC. After its reduction, all <br /> members were required to be residents and the HRAC has indicated that this restriction <br /> has been problematic in successfully recruiting for an open position. In addition, the <br /> HRAC indicated that due to the special nature of its work, it is beneficial to expand the <br /> reach of its Committee membership beyond the jurisdictional limits of the City in order to <br /> access a broader community with unique and special expertise. During its April 12, <br /> 2012, meeting, the HRAC requested and recommended that the ordinance be amended <br /> to allow one of the five members to be a non-resident as long as that person met the <br /> other qualifications identified in the ordinance. <br /> ALTERNATIVES <br /> The Council could choose not to amend the ordinance. <br /> FISCAL IMPACT <br /> None <br /> ENVIRONMENTAL REVIEW <br /> Not applicable <br /> Page 1 of 2 <br />
