7.A. - Page 2 <br /> This year the HHCC combined the funding allocation process for CDBG, HOME and the <br /> City's Human Services Financial Assistance (HSFA) programs. Funding <br /> recommendations for HSFA programs will be brought to Council during the City's <br /> budget review process. <br /> Regional CDBG/HOME Grant Administration Enhancements <br /> Last year staff from all five regional CDBG/HOME entitlement jurisdictions collaborated <br /> to streamline grant administration processes to improve efficiency. These improvements <br /> included joint alignment of annual Notice of Funding Availability (NOFA) and grant <br /> application submittal dates, development and implementation of one consolidated <br /> application, joint technical assistance workshops and program monitoring. This year <br /> additional streamlining efforts were achieved by the transition of the grant application <br /> and reporting process to a web based system. The new web based grant management <br /> solution provides greater efficiency for both staff and organizations receiving funds. <br /> The HHCC formed an ad hoc committee to review data, trends and alternative <br /> processes related to CDBG and HOME program grant administration. On November <br /> 2011 the HHCC approved recommendations from the committee to transition to a two <br /> year funding cycle for CDBG public service, fair housing and statutory activities and <br /> increase the CDBG public service minimum grant from $10,000 to $15,000. A two year <br /> fund cycle is consistent with national and regional best practice trends and creates <br /> greater administrative efficiency. CDBG housing and non-housing community <br /> development activities will continue to be funded on an annual cycle. <br /> Citizen Participation <br /> As a condition of receiving funds, the City is required to follow a"Citizens Participation <br /> Process" to develop the Action Plan. The process adopted by Council involves holding a <br /> number of public meetings and publishing the proposed use of funds for citizen <br /> comment before the Council gives final approval on the use of the funds. The process <br /> for the development, input, review, and recommendations that constitute the 2012-2013 <br /> Action Plan is summarized as follows: <br /> • December 2011: The City issued a Notice of Funding Availability (NOFA) <br /> requesting proposals from organizations to carry out activities to meet the needs <br /> identified in Consolidated Plan. A technical assistance workshop was also held to <br /> provide assistance to applicants. <br /> • January 2012: A total of 29 proposals were received totaling $1,384,779.00 for <br /> CDBG, HOME and HSFA funding. <br /> • February 28, 2012: The HHCC held a meeting to hear agency presentations on <br /> proposals submitted for funding consideration. <br /> • March 7, 2012: The HHCC held a Public Hearing and recommended approval of <br /> funding for 24 activities including statutory and administrative set-asides. <br /> • March 20, 2012: The Planning Commission reviewed the capital projects <br /> proposed in the Action Plan and determined they conform to the City's General <br /> Plan. <br /> • March 27, 2012: A Statement of Community Development Objectives and <br />
