D. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er April 23, 2012 SUBJECT Award of Contract — Pump Station # 25 and Additional Pump Station Improvements RECOMMENDATION Approve, by motion, the contract documents and award the standard form contract 00520 for the Pump Station #25 and Additional Pump Station Improvements Project to the lowest responsible bidder, Casey Construction, Inc. of Redwood City for their low bid of $153,980.00 and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded. BACKGROUND Redwood Shores currently has a total of 26 wastewater pump stations. Over the past ten years, the city has made improvements to wastewater pump stations 1, 2, 3, 10, 12 and 15 to improve the pumping efficiency, ease of operation, and safety of the facility. Pump stations are selected for improvements after Engineering and Public Works Services staff evaluates the condition of the existing facilities. As well as the overall functionality of the pump station, the evaluation includes issues of safety, maintenance and operation efficiency, and the ability of the facility to perform in emergency conditions. Wastewater Pump Station No. 25 was constructed in 1997, by the developer, specifically for the flows generated from the Westport Office Park. The pump station is located near the intersection of Bridge Parkway and Island Drive. The wastewater from the pump station is pumped along Island Boulevard and terminates at Pump Station No. 11. ANALYSIS Improvements at Pump Station 25 will include removing the failing PVC lining inside the wet well. The flexible coupling vault next to the pump station wet well has settled, creating a space between the wet well and vault structure. The project will mitigate the vault settlement and install flexible ball joints on the force mains. These flexible joints will allow the connections to withstand movements from future settlement and seismic activities. At another sixteen pump stations, each wet well opening will be provided with a safety grate to prevent accidental falls into the wet well. Three (3) bids were received at the bid opening on March 21, 2012, and are summarized below.
