On January 16, 1995, duly noticed public <br /> hearings were held on the question of <br /> approval of the 1994 Specific Plan and the <br /> 1995 Development Agreement, at which time all <br /> persons interested in the matters were heard, <br /> or afforded the opportunity to be heard <br /> thereon. <br /> <br />d. This Council has reviewed and considered the <br /> information contained in the administrative <br /> record regarding development of the Property <br /> including, without limitation, the prior <br /> proposals for development of the Property, <br /> the 1985 Development Agreement, the EPA <br /> studies and conclusions, the Crain Study, the <br /> 1988 FEIR, the FSEIR, the Planning Commission <br /> Report for the Project, the testimony, both <br /> oral and documentary, made and submitted at <br /> the public hearing on the 1994 Specific Plan, <br /> and all other matters deemed material and <br /> relevant to the 1994 Specific Plan. <br /> <br />e. The FSEIR concludes that the Project may be <br /> developed without risk to humans, so as long <br /> as appropriate precautions are taken in the <br /> construction, maintenance and operation of <br /> the Project, which precautions are subject to <br /> <br /> 5 <br /> <br /> <br />
