November 5,2001 <br />53636.001 <br />Mr. Peter Ingram <br />City of Redwood City <br />Page 5 <br /> <br /> Phase 2 - Groundwater Monitoring and Risk Assessment <br /> <br /> Installation and monitoring of groundwater monitoring wells for a minimum of 4 <br /> quarters (one hydrogeologic cycle), <br /> <br /> · Human health risk assessment, and <br /> <br /> · Evaluation of possible remedial alternatives, including the "no action" alternative. <br /> <br /> In this phase, groundwater monitoring wells would be installed to demonstrate and monitor <br /> the limits of the HVOC plume. Using the information from Phase 1 and the groundwater <br /> monitoring data, a human health risk assessment (and possibly an ecological risk <br /> assessment, if appropriate) would then be completed to evaluate potential health risks posed <br /> by the solvent plume. In addition, the relative advantages, disadvantages, and cost- <br /> effectiveness, of several possible remedial alternatives would be evaluated in this phase. <br /> Alternatives may include "no-action", passive remediation approaches such as in-situ <br /> degradation of HVOCs, and active remediation such as soil removal in suspected source <br /> areas and groundwater "pump and treat". <br /> <br /> We anticipate that Phase 2 would include the preparation ora Work Plan for approval by <br /> SFRWQCB, and preparation of several types of reports documenting thc results of Phase 2 <br /> activities, such as: (1) a monitoring well installation and sampling report, (2) quarterly <br /> monitoring reports, and (3) a risk assessment and remedial evaluation report. <br /> <br /> Phase 3 - Remedial Action Implementation (if necessary) <br /> · Select and design the preferred (or required) remedial action, <br /> <br /> · Implement the selected remedial action, and <br /> <br /> · Monitor its effectiveness. <br /> <br />Consistent with thc phased approach discussed with and approved by SFRWQCB staff, and because the <br />scope and costs associated with thc activities of Phases 2 and 3 arc uncertain at this time, Harding ESE <br />has included in this proposal a detailed scope of work and cost breakdown for only the proposed Phase 1 <br />activities, described below. <br /> <br />PROPOSED SCOPE OF SERVICES FOR PItASE 1 ACTIVITIES - ENVIRONMENTAL SITE <br />CItARACTERIZATION <br /> <br />To complete the activities specified in SCI's Work Plan, Harding ESE proposes to conduct the <br />following tasks: <br /> <br /> Task 1 - Cone Penetrometer Test (CPT) Investigation and Preparation of Geologic Cross- <br /> Sections, <br /> <br /> Harding ESE <br /> A MAOTEC COMPANY <br /> <br /> <br />
