November 5,2001 53636.001 Mr. Peter Ingram City of Redwood City Page 5 Phase 2 - Groundwater Monitoring and Risk Assessment Installation and monitoring of groundwater monitoring wells for a minimum of 4 quarters (one hydrogeologic cycle), · Human health risk assessment, and · Evaluation of possible remedial alternatives, including the "no action" alternative. In this phase, groundwater monitoring wells would be installed to demonstrate and monitor the limits of the HVOC plume. Using the information from Phase 1 and the groundwater monitoring data, a human health risk assessment (and possibly an ecological risk assessment, if appropriate) would then be completed to evaluate potential health risks posed by the solvent plume. In addition, the relative advantages, disadvantages, and cost- effectiveness, of several possible remedial alternatives would be evaluated in this phase. Alternatives may include "no-action", passive remediation approaches such as in-situ degradation of HVOCs, and active remediation such as soil removal in suspected source areas and groundwater "pump and treat". We anticipate that Phase 2 would include the preparation ora Work Plan for approval by SFRWQCB, and preparation of several types of reports documenting thc results of Phase 2 activities, such as: (1) a monitoring well installation and sampling report, (2) quarterly monitoring reports, and (3) a risk assessment and remedial evaluation report. Phase 3 - Remedial Action Implementation (if necessary) · Select and design the preferred (or required) remedial action, · Implement the selected remedial action, and · Monitor its effectiveness. Consistent with thc phased approach discussed with and approved by SFRWQCB staff, and because the scope and costs associated with thc activities of Phases 2 and 3 arc uncertain at this time, Harding ESE has included in this proposal a detailed scope of work and cost breakdown for only the proposed Phase 1 activities, described below.
