November 5, 2001 <br />53636.001 <br />Mr. Peter Ingram <br />City of Redwood City <br />Page 8 <br /> <br />from SMCGPP and the Department of Water Resources (DWR). A well survey questionnaire will also <br />be hand delivered to property and business owners within the radius of the survey. <br /> <br />Based on information in SCI's Work Plan, we understand that an underground culvert transects the <br />northeast comer of the site. We will evaluate the potential for this underground culvert to act as either a <br />preferential pathway or a physical barrier to groundwater flow during the planning stages of the well <br />survey. Based on the results of our information review and the well survey, as well as our discussions <br />with SFRWQCB and SMCGPP, Harding ESE will develop a site conceptual model to help guide future <br />investigations and risk assessment studies. <br /> <br />Task 5 - Data Compilation and Evaluation <br /> <br />Harding ESE will compile and evaluate the data collected from the CPT investigation, groundwater and <br />soil sampling program, soil gas survey, and sensitive receptor survey. Evaluation of these data during <br />the various stages of the investigation will assist in better defining the scope of subsequent tasks, and <br />will also be used to determine the need to modify the scope of subsequent tasks, if necessary. <br /> <br />Task 6 - Report Preparation <br /> <br />Harding ESE will describe the scope and results of the CPT investigation, groundwater and soil <br />sampling program, soil gas survey, and sensitive receptor survey in a written report. The report will <br />include chemical data summary tables; a vicinity map and site plan; groundwater, soil, and soil gas <br />HVOC concentration contour maps; geologic cross-sections; logs of the CPT data; and logs of the <br />sampling probes. The report will also include completed well survey forms, analytical laboratory <br />reports, and chain-of-custody documents. We will present our conclusions regarding the vertical and <br />lateral extent of the groundwater HVOC plume, the potential presence of dense non aqueous phase <br />liquid (DNAPL) based on the investigation findings, potential preferential pathways for groundwater <br />migration, the results of our soil gas survey, and anticipated tasks that will be required during the next <br />Phases of work at the site. <br /> <br />Task 7 - Consultation and Meetings <br /> <br />Harding ESE will consult with the City throughout the project, as necessary. We anticipate that the <br />scope of our consultation will include: discussions with City staff, evaluation of disposal options for <br />investigation-derived wastes, discussions with SFRWQCB, and communication with the City's outside <br />counsel (Mr. Robert Doty of Cox, Castle & Nicholson) regarding potential cost recovery efforts. We <br />also assume that we will attend meetings, as required, throughout this phase of the project.
