The approach and generalized scope of the proposed work described
herein were previously discussed in a meeting with staff of the San Francisco Bay Regional Water
Quality Control Board (SFRWQCB)~, and was presented in a Work Plan dated January 31, 2001,
prepared by Subsurface Consultants, Inc. (SCI). The Work Plan was approved by SFRWQCB staff in a
letter dated March 26, 2001.

BACKGROUND

The site comprises the general area bounded by E1 Camino Real (ECR) on the southwest, Jefferson
Avenue on the southeast, James Avenue on the northwest, and the Caltrain railroad tracks on the
northeast, and includes the Sequoia Station Shopping Center and adjacent City streets. We understand
that Safeway is the current owner and anchor tenant of the shopping center, and that additional tenants
occupy other buildings within the shopping center property.

During the redevelopment of the Sequoia Station property in the mid-1990s, soil and groundwater
investigations were conducted for Safeway by others at several of the former parcels, including: (1) the
previous site of the Davies Chevrolet automobile dealership (the so-called Davies parcel), (2) the site of
a former dry cleaning facility (the Ramey Parcel), and (3) a former gasoline service station property
referred to as the Greet/Southern Pacific Railroad (SPRR) property. Because of the finding of HVOCs

~ Meeting on August 15, 2000, with Messrs, Steven Hill, Ravi Arulananthum, David Barr, and Anders Lundgren
of SFRWQCB; Arnold Kessler and David Schricker of the City Attorney's office; and Terry McManus, then with
Subsurface Consultants, Inc. (SCI).
