If any provision of this Resolution or the application <br /> thereof to any person or circumstance is held invalid, such invalidity shall not affect other <br /> provisions or applications of this Resolution which can be given effect without the invalid <br /> provision or application, and to this end the provisions of this Resolution are severable. <br /> The City Council hereby declares that it would have adopted this Resolution irrespective of <br /> the invalidity of any particular portion thereof. <br /> Section 5. Certification. The City Clerk shall certify to the adoption of this <br /> Resolution. <br /> Section 6. Effective Date.
