IS/MND and approval of the proposed 1410 VaEota Road Residenfiiaf Praject; and has <br /> consiciered the foregoing at a duly-naticed public hearing on April 3, 2012; and <br /> WHEREAS, by this resolutian, the City, as the lead agency under CEQA, desires <br /> to comply with the requirements of CEQA, the CEQA Guidelines, the applicable <br /> provisions of the California Government Code, and the applicable provisions of the <br /> City's Zoning Ordinance and Municipal Code, in cannection with the appraval and <br /> subsequent implementation of the 1410 Valota Road Residential Project. <br /> NUW, �'HEREFORE, BE IT RESOLVED BY THE PLANNING GOMMISSION <br /> OF THE C1TY OF REDWQOD CITY, AS FQLL�WS: <br /> A. The Final IS/MND, which is on file with Planning Services of the City of <br /> Redwood City, is hereby adopted based on the following findings: <br /> 1, The above recitals are true and correct and tage#her with the Staff <br /> Report and the application rnaterials, including without limita#ion the IS/MND, the <br /> Planned Deve(opment Permit applicatian, and all other documents, reports, studies, <br /> memaranda, maps, oral and written testimany, and materials in the City's file for the <br /> application and the Project, and ail adopted City planning documents relating to the <br /> 1410 Valota Road Residential Project and the property including the City's General <br /> Plan, Zoning Ordinance, and other applicabie City laws and regulations, and all <br /> associated approved and certified environmental documents, have together served as <br /> an adequate and appropriate evidentiary basis for the findings and actions set #orth in <br /> #his Resolutian. <br /> 2. The City of Redwood City is the lead agency under Ca(ifiornia <br /> Enviranmental Quality Act (CEQA) for preparing the ISlMND, and is the entity with final <br /> decision-making authority with regard to approval of the 1410 Valota Road Residential <br /> Project. <br /> 3. The Planning Commission certifies that the IS/MND for the Project <br /> was presented to the Planning Commission, that the IS/MND was prepared, published, <br /> circulated, reviewed and completed in ful! compliance with State law and CEQA <br /> Guidelines, that there was adequate public review of the IS/MND, that it has considered <br /> all comments on the fS/MND, that the ISJMND adequately discusses all significant <br /> enviranmental issues, and that the IS/MND reflects the independent judgment and <br /> analysis of th�; Planning Commission. <br /> 4. Pursuant ta Section 15091 of the State CEQA Guidelines, the City's <br /> action with respect to the 1410 Valota Road Residential Project shall be based upon <br /> and subject to the findings, conclusions, and mitigatinn measures. Changes or <br /> alterations have been required in, or incorporated into, the projec# which avoid or <br /> substantially lessen the significant environmental effects as identified in the Finai <br /> (SIMND. <br /> ATTY/RESO. 2211/ 1410 VALOTA RD CERTIFICATION OF FINAL IS-MNp <br /> REV:04-23-12 VR <br /> Page 2 of 4 <br />
