IS/MND and approval of the proposed 1410 VaEota Road Residenfiiaf Praject; and has consiciered the foregoing at a duly-naticed public hearing on April 3, 2012; and WHEREAS, by this resolutian, the City, as the lead agency under CEQA, desires to comply with the requirements of CEQA, the CEQA Guidelines, the applicable provisions of the California Government Code, and the applicable provisions of the City's Zoning Ordinance and Municipal Code, in cannection with the appraval and subsequent implementation of the 1410 Valota Road Residential Project. NUW, �'HEREFORE, BE IT RESOLVED BY THE PLANNING GOMMISSION OF THE C1TY OF REDWQOD CITY, AS FQLL�WS: A. The Final IS/MND, which is on file with Planning Services of the City of Redwood City, is hereby adopted based on the following findings: 1, The above recitals are true and correct and tage#her with the Staff Report and the application rnaterials, including without limita#ion the IS/MND, the Planned Deve(opment Permit applicatian, and all other documents, reports, studies, memaranda, maps, oral and written testimany, and materials in the City's file for the application and the Project, and ail adopted City planning documents relating to the 1410 Valota Road Residential Project and the property including the City's General Plan, Zoning Ordinance, and other applicabie City laws and regulations, and all associated approved and certified environmental documents, have together served as an adequate and appropriate evidentiary basis for the findings and actions set #orth in #his Resolutian. 2. The City of Redwood City is the lead agency under Ca(ifiornia Enviranmental Quality Act (CEQA) for preparing the ISlMND, and is the entity with final decision-making authority with regard to approval of the 1410 Valota Road Residential Project. 3. The Planning Commission certifies that the IS/MND for the Project was presented to the Planning Commission, that the IS/MND was prepared, published, circulated, reviewed and completed in ful! compliance with State law and CEQA Guidelines, that there was adequate public review of the IS/MND, that it has considered all comments on the fS/MND, that the ISJMND adequately discusses all significant enviranmental issues, and that the IS/MND reflects the independent judgment and analysis of th�; Planning Commission. 4. Pursuant ta Section 15091 of the State CEQA Guidelines, the City's action with respect to the 1410 Valota Road Residential Project shall be based upon and subject to the findings, conclusions, and mitigatinn measures. Changes or alterations have been required in, or incorporated into, the projec# which avoid or substantially lessen the significant environmental effects as identified in the Finai (SIMND.
