Human Concerns Committee may appoint a subcommittee to hold one-or two or <br /> more workshops to assist any citizen or agency to accurately and competitively <br /> complete a project proposal request for funding. <br /> <br />(D) No less than three (3) public hearings to obtain citizen views, to respond to <br /> proposals and questions, and development of needs shall be held prior to the City's <br /> submittal of a Consolidated Plan to the Department of Housing and Urban <br /> Development. No less than two of these hearings will be held by the Housing and <br /> Human Concerns Committee. The Planning Commission will review capital <br /> improvements projects only, At least one or more public hearings will be held by <br /> the City Council. A joint meeting may be held by the Housing and Human <br /> Concerns Committee and the Planning Commission. One meeting will be held in <br /> a neighborhood facility in the census tract with the very highest population of low <br /> and medemte income and non English speaking residents.
