6.5.A. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
May 7, 2012
SUBJECT
Amendment to Section 40.4.1 of the Redwood City Municipal Code Relating to Historic
Resources Advisory Committee
RECOMMENDATION
Waive Second Reading and Adopt an Ordinance Amending Section 40.4.1 Relating to
Historic Resources Advisory Committee.
BACKGROUND
Several months ago, the City Council approved a set of changes to the structure and
procedures of a number of the City Council Boards, Commissions, and Committees
(BCCs) including reducing the size of several of the BCCs. The Historic Resources
Advisory Committee (HRAC) was reduced from seven members to five members at that
time.
ANALYSIS
Before its reduction, two of the seven members of the HRAC could be non-City
residents provided they met other qualifying criteria in the ordinance that demonstrated
special training or expertise such as being a license architect or engineer or a member
of certain associations that relate to the purpose of the HRAC. After its reduction, all
members were required to be residents and the HRAC has indicated that this restriction
has been problematic in successfully recruiting for an open position. In addition, the
HRAC indicated that due to the special nature of its work, it is beneficial to expand the
reach of its Committee membership beyond the jurisdictional limits of the City in order to
reach those with unique and special expertise. During its April 12, 2012, meeting, the
HRAC requested and recommended that the ordinance be amended to allow one of the
five members to be a non-resident as long as that person met the other qualifications
identified in the ordinance. The City Council waived the first reading and introduced this
ordinance during its April 23, 2012 meeting.
ALTERNATIVES
The Council could choose not to amend the ordinance.
FISCAL IMPACT
None
