7.A. - Page 2
Public Utilities Commission (SFPUC) raised the wholesale cost of water by 15.2% in FY
2010/11 and by 38.4% in FY 2011/12.
The SFPUC and the Board of Supervisors are expected to now adopt, at minimum, an
11% increase in wholesale water rates effective July 1, 2012. This will increase the
wholesale cost of potable water from the San Francisco Regional Water System from
$2.64 to at least $2.93 per unit (one unit = 748 gallons).
The City Council has worked hard to smooth out increases in water costs for its
customers, which is why moderate rate increases have been adopted verses sharper,
less predictable ones (such as those adopted by the SFPUC). To reconcile for the stark
differences in rate adjustments and water costs, however, the Utilities Committee
reconvened to discuss the need for a slightly higher increase in water rates this year.
As a result, the Utilities Committee recommends a 12% rise in the cost of delivering
water service for FY 2012/13. This increase is consistent with those imposed by other
local water agencies and is necessary to balance the Water Fund. The City Council
Utilities Committee and staff recommendation for Council consideration is:
1. Increase monthly residential Basic Service Charge from $19.64 to $22.00, effective
July 1, 2012.
2. Increase residential water consumption rates on July 1, 2012 as follows:
Rate Existi ng Proposed
Tiers Cost per Unit Cost per Unit
0-10 units $2.62 $2.93
11-25 units $3.32 $3.72
26-50 units $5.43 $6.08
51+ units $7.66 $8.58
3. Increase monthly non-residential Basic Service Charge for a 5/8" meter from $19.64
to $22.00, effective July 1, 2012.
4. Increase monthly non-residential Basic Service Charges for larger meters by the
same percentage as the 5/8" meter increase (12%), effective July 1, 2012.
5. Increase non-residential water consumption rates on July 1, 2012 as follows:
Rate Existi ng Proposed
Tiers Cost per Unit Cost per Unit
0-15 units $3.32 $3.72
16+ units $5.43 $6.08
6. Increase potable irrigation water consumption rates on July 1, 2012 as follows:
Rate Tiers Existing Proposed
Cost per Unit Cost per Unit
0-100% of budget $4.27 $4.78
101-200% of budget $8.55 $9.58
>200% of budget $12.82 $14.36
