7.A. - Page 2 <br /> Public Utilities Commission (SFPUC) raised the wholesale cost of water by 15.2% in FY <br /> 2010/11 and by 38.4% in FY 2011/12. <br /> The SFPUC and the Board of Supervisors are expected to now adopt, at minimum, an <br /> 11% increase in wholesale water rates effective July 1, 2012. This will increase the <br /> wholesale cost of potable water from the San Francisco Regional Water System from <br /> $2.64 to at least $2.93 per unit (one unit = 748 gallons). <br /> The City Council has worked hard to smooth out increases in water costs for its <br /> customers, which is why moderate rate increases have been adopted verses sharper, <br /> less predictable ones (such as those adopted by the SFPUC). To reconcile for the stark <br /> differences in rate adjustments and water costs, however, the Utilities Committee <br /> reconvened to discuss the need for a slightly higher increase in water rates this year. <br /> As a result, the Utilities Committee recommends a 12% rise in the cost of delivering <br /> water service for FY 2012/13. This increase is consistent with those imposed by other <br /> local water agencies and is necessary to balance the Water Fund. The City Council <br /> Utilities Committee and staff recommendation for Council consideration is: <br /> 1. Increase monthly residential Basic Service Charge from $19.64 to $22.00, effective <br /> July 1, 2012. <br /> 2.
