This Ordinance is not a"project" for purposes of CEQA, as that term is <br /> defined in CEQA Guidelines Section 15378, because the Ordinance involves an <br /> administrative activity of the City of Redwood City that will not result in direct or indirect <br /> physical changes in the environment, and instead relates to general policy and <br /> procedure making of the city. Further, even if this Ordinance is deemed a"project" and <br /> therefore subject to CEQA, the Ordinance is exempt under CEQA Guidelines Section <br /> 15061(b) (3) because it is not a project which has the potential for causing a significant <br /> effect on the environment. <br /> Section 4. If any section, subsection, clause or phrase of this Ordinance is for <br /> any reason held to be invalid, such decision shall not affect the validity of the remaining <br /> portion or sections of the Ordinance. The City Council of the City of Redwood City <br /> hereby declares that it should have adopted the Ordinance and each section, <br /> subsection, sentence, clause or phrase thereof irrespective of the fact that any one or <br /> more sections, subsections, sentences, clauses or phrases be declared <br /> unconstitutional. <br /> Section 5. This Ordinance shall take effect and be in force 30 days after its <br /> adoption. <br /> Section 6.
