6.3. B. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
May 21, 2012
SUBJECT
Water Connection and Service — 930 Far Creek Way, in unincorporated San Mateo
County, CA
RECOMMENDATION
Approve, by resolution, a request to the Local Agency Formation Commission (LAFCO)
for extension of water service outside jurisdictional boundaries to 930 Far Creek Way, in
unincorporated San Mateo County, pursuant to Government Code Section 56133.
BACKGROUND
The property at 930 Far Creek Way (APN 068-194-220) is developed with an existing
single family home. The parcel is located outside Redwood City's jurisdictional
boundaries, but is within the city's sphere of influence and water service area. It is
currently serviced by a single connection to the city's water system. The owner of the
parcel has applied to the County of San Mateo for approval to subdivide the lot and
create a new parcel. The owner of the lot would like to construct a new single family
residence on the newly created vacant parcel. The owner of the parcel has applied to
the County of San Mateo for a building permit to construct the proposed residence; and,
as a condition of approval, the County requires the property owner to secure a new
water connection and service from the City of Redwood City. The City must receive
LAFCO approval to provide water service from the 6-inch water main that currently
services the existing home at 930 Far Creek Way. San Mateo County Planning Division
sent submittal drawings of the proposed subdivision to the City's Community
Development Department for review and comment. City staff provided comments and
stated conditions of service on March 16, 2012. Service extension includes the
installation of a new fire hydrant on the private property near the proposed residence, as
directed by the Woodside Fire Department.
ANALYSIS
The addition of a residential connection is not anticipated to have any significant impact
on the City's total water allotment. Staff recommends that the City request LAFCO's
approval to extend water service outside jurisdictional boundaries to Parcel B of the
original lot commonly referred to as 930 Far Creek Way pursuant to Government Code
Section 56133. LAFCO requires Council's authorization, by resolution, of requests
made for new services. The water service connection proposed for the single family
residence at Parcel B of the original lot commonly referred to as 930 Far Creek Way is
subject to the following conditions and fees:
