6.3.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 21, 2012 <br /> SUBJECT <br /> Creation of Veterans Boulevard / Outer Broadway Priority Development Area <br /> RECOMMENDATION <br /> Adopt Resolution designating the Veterans Boulevard/Outer Broadway Corridor a <br /> Priority Development Area. <br /> BACKGROUND <br /> FOCUS is a regional development and conservation strategy that promotes a more <br /> compact land use pattern for the Bay Area. It is led by the Association of Bay Area <br /> Governments (ABAG) and the Metropolitan Transportation Commission (MTC), with <br /> support from the Bay Area Air Quality Management District (BAAQMD) and the Bay <br /> Conservation and Development Commission (BCDC). <br /> Through FOCUS, these regional agencies will support local governments' commitment <br /> to compact development near transit and employment by working to direct incentives to <br /> specially designated areas targeted for infill development, known as Priority <br /> Development Areas (PDAs). These incentives include technical assistance and funding <br /> for infrastructure improvements. <br /> ANALYSIS <br /> Downtown and the EI Camino Corridor have already been designated as Priority <br /> Development Areas in Redwood City. The Veterans Boulevard/Outer Broadway <br /> Corridor is an additional area identified for housing and employment intensification and <br /> transit improvements in the 2010 General Plan. <br /> ABAG has accepted the Veterans Boulevard / Outer Broadway Corridor as an eligible <br /> PDA. If the Council wishes for this status to be officially recognized, thereby making the <br /> area eligible for funding and other assistance, it must adopt a resolution to that effect. <br /> The issue of funding is critically tied to the formation of these Priority Development <br /> Areas, as MTC is advising jurisdictions that a significant portion of available <br /> transportation funding will be directed toward projects that support PDAs. Redwood <br /> City's success at identifying areas and completing the designation process heightens <br /> our ability to compete for these valuable capital dollars. <br />
