7. B. - Page 2
Applicants:
 Barbara Britschgi (incumbent)
• Sandra Cooperman (incumbent)
• Harold S. Draeger (incumbent)
• Billy James
• Kay Whiting Watanabe
Due to the fact that the Senior Affairs Commission has more vacancies than applicants,
the Council may: 1) reconsider the two applications that were submitted but not selected
for interview, 2) interview the one applicant who selected the Senior Affairs Commission
as her second choice, 3) begin a new recruitment, and/or 4) not fill all seats at this time.
BACKGROUND
The City Council is responsible for appointments to eight Boards, Commissions and
Committees (BCCs). Vacancies occur as seats expire or resignations occur. The
current overall recruitment is to fill 27 seats with a Phase I and Phase II. Some seats
expire at the end of the designated term, and other seats are vacant for myriad reasons.
In parallel with this recruitment, staff recruited for the Architectural Advisory Committee
and the Historic Advisory Resources Committee. There are five seats to be filled in
these bodies. These appointments will be made by the Planning Commission.
ANALYSIS
On behalf of the City Council, the City Clerk's Office announces and recruits for various
Boards, Commissions and Committee seats. The recruitment process includes ads in
local papers, local magazine, e-blasts, posting banners in three locations in the City and
placing announcements in various public buildings. All residents are invited to apply
online or at the City Clerk's Office.
Currently, there are seats expiring May 31, 2012, June 30, 2012 and July 31, 2012.
The recruitment process was staggered to have Council interview and appoint those
whose terms are up first in May 31, 2012 (Board of Building Review, Civic Cultural
Commission, Housing and Human Concerns Committee, Parks Recreation and
Community Services Commission and Senior Affairs Commission). This is Phase I of
the process. The BCCs whose seats expire June 31, 2012 are Library and Planning
with Port's seats expiring July 30, 2012 will be addressed shortly thereafter in Phase II.
Per Mayoral direction, a Council sub-committee composed of Council Members Bain
and Seybert, reviewed and revamped the application used for this recruitment.
Proposed changes were implemented and supplemental questions included for those
applying to Planning Commission seats. As in the prior recruitment, the City Council
selected applicants to be interviewed and the interview session for these current seats
took place on May 7, 2012.
