6.1.A. - Page 14 <br /> 5. SPECIAL ORDER(S) OF THE DAY <br /> A. Proclamation: American Red Cross Month - March 2012 - <br /> Clara Munley, Leadership Councilmember, American Red Cross Bay <br /> Area Chapter <br /> Mayor Aguirre presented the proclamation to Ms. Munley on behalf of the City Council. <br /> She noted this cause has touched many lives in Redwood City and across the world. <br /> Ms. Munley, thanked the Mayor and the Council for the recognition provided. She added <br /> details and statistics on the initiatives the American Red Cross embraces. Ms. Munley <br /> gave information on upcoming events and invited all to attend. <br /> B. Presentation: Fire Department - Jim Skinner, Fire Chief <br /> Jim Skinner, Fire Chief, made the presentation to the City Council (on file) covering how <br /> services are being offered and how a Strategic Plan and Succession Planning are the <br /> next big initiatives. The Chief touched on Cost Recovery. Stan Maupin, Deputy Fire <br /> Chief, also presented to the Council covering the issues of number of service calls and <br /> a pilot program which will be implemented in July. He provided details on staffing such <br /> as the addition of an Emergency Operations Specialist (.5 FTE). One Council Member <br /> inquired how often Redwood City partners with the San Mateo County Department of <br /> Emergency Response. Mr. Dave Pucci, with the Fire Department, confirmed this <br /> happens when the need arises but conversations do take place. Council thanked the <br /> Chief for the smooth transition with San Carlos and one Council Member was very <br /> happy that the CERT (Citizens Emergency Response Team) program continues. Vice <br /> Mayor Gee said he had a meeting with the Mayor of San Carlos and he is very happy <br /> with the outcome of this partnership. He complimented Redwood City's Fire Department <br /> for its dedication and hard work. Mayor Aguirre inquired about the Floating Doctors, and <br /> the level of involvement Redwood City has with that organization. Mr. Pucci said that <br /> the involvement is about once a year, but the Fire Department would like to intensify it. <br /> 6. PUBLIC COMMENT AND CONSENT CALENDAR <br /> Alan Bygones (with time ceded by four people) spoke on item 6.3A (698 Edgecliff Way). <br /> He had time ceded by the following people: Howard Bedford, Judy Kenney, Paul Roell, <br /> Jerry Buranzon. He said he is representing himself, friends and neighbors regarding the <br /> new home. Their concerns include how the property owner applied for the building <br /> permit from the County because it is in an unincorporated area, but directly across the <br /> street, it is Redwood City and they live across the street and are residents of the city. <br /> He related how there has been an increasingly serious problem with decreasing water <br /> pressures, which does not allow them to do simple things, like washing things and <br /> showering at the same time or only at certain times. He said they had been invited to <br /> meetings that included the Emerald Hills design review officer, the property owner, and <br /> builder, but when they arrived, they were asked why they were there and told they did <br /> not belong because the property is county and not city. Mr. Bygones opined that he <br /> believes this property will eventually be annexed into Redwood City, but for now it will <br /> be too late because it will be built.
