8.A. - Page 27 <br /> ATTACHMENT 1 <br /> Section 21. Section 2.10.2-1 is hereby amended to add the following subsection <br /> (i) after subsection (h): <br /> i. With the exception of Building Identification Wall Signs, no sign <br /> shall be located above the ground floor. <br /> Section 22. This Resolution has been reviewed with respect to applicability of <br /> the California Environmental Quality Act ("CEQA") and the State CEQA <br /> Guidelines (California Code of Regulations, Title 14, Section 15000 et seq. A <br /> Program Environmental Impact Report (State Clearinghouse #2006052027) <br /> (EIR) was prepared and certified by the City Council on January 24, 2011, in <br /> connection with the adoption of the Downtown Precise Plan. The amendments to <br /> the Downtown Precise Plan do not introduce any new uses to the Downtown <br /> Precise Plan area, nor is the development capacity of the Downtown Precise <br /> Plan being increased. As such, the amendments are not anticipated to result in <br /> any significant impacts, nor any increase in the severity of previously identified <br /> impacts, and no change in circumstance has occurred with respect to the <br /> Downtown Precise Plan or the EIR that would alter prior environmental findings, <br /> conclusion, or mitigation measures. <br /> Section 23. If any section, subsection, clause or phrase of this Resolution is for <br /> any reason held to be invalid, such decision shall not affect the validity of the <br /> remaining portion or sections of the Resolution. The City Council of the City of <br /> Redwood City hereby declares that it would have adopted the Resolution and <br /> each section, subsection, sentence, clause or phrase thereof irrespective of the <br /> fact that any one or more sections, subsections, sentences, clauses or phrases <br /> be declared unconstitutional. <br /> Section 24.
