8.A. - Page 27 ATTACHMENT 1 Section 21. Section 2.10.2-1 is hereby amended to add the following subsection (i) after subsection (h): i. With the exception of Building Identification Wall Signs, no sign shall be located above the ground floor. Section 22. This Resolution has been reviewed with respect to applicability of the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines (California Code of Regulations, Title 14, Section 15000 et seq. A Program Environmental Impact Report (State Clearinghouse #2006052027) (EIR) was prepared and certified by the City Council on January 24, 2011, in connection with the adoption of the Downtown Precise Plan. The amendments to the Downtown Precise Plan do not introduce any new uses to the Downtown Precise Plan area, nor is the development capacity of the Downtown Precise Plan being increased. As such, the amendments are not anticipated to result in any significant impacts, nor any increase in the severity of previously identified impacts, and no change in circumstance has occurred with respect to the Downtown Precise Plan or the EIR that would alter prior environmental findings, conclusion, or mitigation measures. Section 23. If any section, subsection, clause or phrase of this Resolution is for any reason held to be invalid, such decision shall not affect the validity of the remaining portion or sections of the Resolution. The City Council of the City of Redwood City hereby declares that it would have adopted the Resolution and each section, subsection, sentence, clause or phrase thereof irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared unconstitutional.
