B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 21, 2012 <br /> SUBJECT <br /> Award of Contract — Shoreway-Skyway Bike Improvements Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract <br /> 00520 for the Shoreway-Skyway Bike Improvements Project to Interstate Grading and <br /> Paving, Inc. of South San Francisco, for their responsive and responsible low bid of <br /> $105,376.50 and authorize the City Manager to increase the contract amount, if <br /> necessary, up to 10% of the amount awarded. <br /> BACKGROUND <br /> The Shoreway-Skyway Bike Improvements Project is part of a new 1.6 mile bike route <br /> which extends through Redwood City, San Carlos, and Belmont. The Redwood City <br /> improvements include new bike lanes, "share the road" pavement marking, signs, guard <br /> rails, and pavement reconstruction on Shoreway Road, Airport Way, and Skyway Road. <br /> Redwood City is the lead for this project and has coordinated efforts with San Carlos <br /> and Belmont. <br /> ANALYSIS <br /> The City received a$256,000 Surface Transportation Program (STP) and the <br /> Congestion Mitigation & Air Quality Improvement Program (CMAQ) Grant for this <br /> project. <br /> Four (4) bids were received for the Project on April 18, 2012, and are summarized in the <br /> table below. <br /> Bidder Bid Amount <br /> Interstate Gradin and Pavin — South San Francisco $105,376.50 <br /> Golden Ba Construction — Ha ard 118,895.75 <br /> J.J.R.
