6.1. Extent of A�reement. This writing constitutes the entire Agreement between the Parties and supersedes all prior understandings and agreements, whether oral or written, with respect to the subject matter of this Agreement. This Agreement may not be modified, changed, supplemented, or terminated, nor may obligations under this Agreement be waived, except by written instrument signed by the Parties to this Agreement. 16. No Separate Entity. This Agreement shall not be construed to create a joint exercise of powers entity under the provisions of Government Code §6500, et seq.
