His report found that the <br /> visually impaired would benefit from APS devices at each of the identified intersections. <br /> The report also ranked the intersections based on level of need. <br /> Staff requests that Council find that strict compliance to Municipal Code Article VII, <br /> Chapter 2, §2.63 does not serve the public interest and allow the purchase of Navigator <br /> Accessible Pedestrian Signal equipment made by Polara Engineering, Inc., for the <br /> following reasons: <br /> • EI Camino is a State Highway and this APS is the only unit that is equipped with <br /> State approved standard pedestrian signage. <br /> • These same devices are installed at several other intersections throughout the <br /> city. It benefits users when equipment is standardized and operation is <br /> consistent. Pedestrians do not have to familiarize themselves with the feel, <br /> function, and sound of various devices at each intersection. APS devices <br /> manufactured by different manufacturers are different. Additionally, these <br /> specific devices were valued by the mobility specialist. <br /> • APS equipment must comply with applicable State and Federal standards. There <br /> are few APS manufacturers and Polara Engineering, Inc., is the only <br />
