6.1.A. - Page 5
M/S Pierce/Bain to approve the Consent Calendar as submitted excluding agenda item
6.1 E. Council Member Pierce pulled 6.1 E for comments. Motion carried
unanimously by electronic vote.
The Council Member who pulled the item said that she serves on the Bay Area Water
Services Conservancy Agency (BAWSCA) and there are concerns about the position to
take. She noted that while the Mayor has been asked to take a position she believes
that it is important to look at all stakeholders including the water users. She asked that
if the initiative goes on the ballot and passes then BAWSCA will enter into an
agreement. There was another Council Member who would like to have a discussion
about this matter.
M/S Seybert/Foust to approve agenda item 6.1 E. Motion carried 5-2 by electronic
vote with Council Members Bain and Pierce opposing.
One Council Member explained that she agrees with the other Council Members but
she is not ready to jeopardize the drinking water of the community until a bigger solution
is found. She supports getting more information and having a bigger discussion. One
Council Member said that this would require a Charter amendment in San Francisco
and it will be a multi-year issue with various stakeholders in San Francisco expressing
positions and perspectives. One Council Member commented he is not willing to "rubber
stamp" something as important as this. Mayor Aguirre offered a different perspective
saying that this was not "rubber stamping" and she thanked Council Member Pierce for
her work on BAWSCA (Bay Area Water Services Conservation Agency) and would
appreciate updates when possible.
1.
