PUBLIC HEARING(S) <br /> A. Fiscal Year 2012-13 Annual Action Plan of the 2010-2015 Consolidated <br /> Plan <br /> Recommendation: <br /> Adopt a resolution approving the fiscal year 2012-13 Annual Action Plan <br /> (Action Plan) and authorizing the City Manager to execute and file <br /> documents related to the Action Plan for submittal to the U.S. Department of <br /> Housing and Urban Development (HUD). <br /> RESOLUTION NO. 15186 APPROVING ANNUAL ACTION PLAN OF THE <br /> CONSOLIDATED PLAN (2012-2013) AND APPLICATION FOR FEDERAL <br /> ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME <br /> INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT THE CITY HAS <br /> FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION PLAN; AND <br /> AUTHORIZING EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING <br /> THERETO (FISCAL YEAR 2012-2013) <br /> Ms. Coffman, Housing Administrator, presented the report providing statistics for <br /> various years. She provided details on CDBG and HOME allocations through 2013. <br /> She also noted that there was a project applicant who just withdrew his application due <br /> to unforeseen condition. One Council Member asked about Affordable Housing and Ms. <br /> Coffman provided figures on the issue. <br /> Public Comment <br /> David Denola, Executive Director of Center for Independence (CID) of Individuals with <br /> Disabilities, expressed their appreciation for the plan and reinstatement of funds over <br /> last fiscal year for their housing modification accessibility program. He said they have <br /> increased their production rate, decreased the waiting time, and funds for this program <br /> allows them to install ramps, stair lifts, grab bars, which enhance the independence and <br /> can make a significant difference between confinement in an institution and remaining in <br /> one's home. <br /> Mayor Aguirre opened the Public Hearing. <br /> Cori Manthorne, Director of Programs for CORA (Community Overcoming Relationship <br /> Abuse), expressed their thanks for the ongoing support and consideration this year for <br /> their safety net services, such as their emergency shelter and an additional safe house. <br /> She shared a story of a client seeking shelter for himself and his seven-year old <br /> daughter and how he has successfully worked in vocational training and how his <br /> daughter continued going to school while in this supportive program. <br /> Sharon Navarro, Grants and Development Manager for StarVista's Day break program, <br /> which is the only transitional housing program in San Mateo County specifically <br /> JOINT CITY COUNCIUSUCCESSOR AGENCY April 23, 2012 <br /> MEETING MINUTES PAGE 8 <br />
