6.1.A. - Page 11
properties create a chance for economic opportunities. He thanked Claudia 011ala for
her work on putting together a reference binder, available at the City Clerk's Office, with
all the parcels and respective land use description. He alerted that some of the parcels
are complicated and the property lines are convoluted and unclear. He clarified that the
next step is figuring out how these were acquired so that the City Attorney can
determine how these can be disposed of. He gave examples of properties that seem
simple but include title or boundaries complexities. He then focused on two properties:
Bradford and Heller. Mr. Ekern noted that the next steps include working with the City
Attorney's Office on a proposed policy approach.
One Council Member appreciated the document created and the data included. This
Council Member shared concerns with selling properties without a parking plan for
downtown. She would like to look at properties located close to the schools and finding
ways to use sites appropriately. This Council Member also spoke about the possibility of
a Parks Master Plan. Another Council Member was appreciative of the inventory; and,
in regards to the Bradford site, he wanted to hear more about the need for affordable
housing. In his opinion, selling properties adjacent to schools is not a good option but
suggested looking at shared uses instead. In regards, to the Inner Harbor, he finds this
a strategical area where Council could look at myriad options. A shuttle service was
mentioned as a suggestion to connect the downtown to the Inner Harbor area.
One Council Member would like to see a"non-public" list that shows properties that the
City can sell. Another Council Member referred to the Strategic Initiatives, the
Downtown, General and Precise Plans and the Capital Improvements Plan and how to
leverage these successes. Vice Mayor Gee would like to consider land swaps and
other uses to add creativity to the process and transactions. Mayor Aguirre found
interesting the small areas and possibilities for expansion around Jardin de Los Ninos.
She would also like infill housing to be considered, and how Casa de Redwood
residents keep telling her there is need for more Casas de Redwood. In regards to the
downtown, she does not mind selling parking lots because great downtowns are not
filled with parking lots, and she would not mind transforming them into our own little
"Central Park" in Redwood City.
Council Member Jeff Ira left the meeting at 9: 20 p. m.
Dr. Bell made some closing comments regarding staff working on the broader policy
issues but in the short term addressing the Bradford and Heller sites and coming back
with options for Council.
Council consensus was to have staff come back with the broader policy issues
relating to leasing, selling and land swaps; but on the short term staff will be
bringing back options on how to address the Bradford and Heller properties.
MINUTE ORDER 12-083
(This is a summary of the discussion, to view the full discussion please view the archived
webstream at http://www.redwoodcitv.orq/qovernment/council/meetinqs.html and select agenda
item 8.A)
JOINT CITY COUNCIUSUCCESSOR AGENCY April 23, 2012
MEETING MINUTES PAGE 11
