6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 11, 2012 <br /> SUBJECT <br /> Agreement with Sandis, Inc. for Surveying Services related to Future Wastewater <br /> Collection Capital Improvement Projects <br /> RECOMMENDATION <br /> Approve, by motion, the standard form Professional Services Agreement with Sandis, <br /> Inc. for a set fee of $70,040 to provide land and utilities surveying services for the <br /> proposed wastewater collection system capital improvement projects. <br /> BACKGROUND <br /> The city systematically replaces sections of aging sewer infrastructure to ensure the <br /> continued reliability of the system. Each year, the Community Development <br /> Department staff identifies pipelines that require excessive maintenance or experienced <br /> repeated service disruptions and target those pipelines for improvement. <br /> The city completed closed circuit television (CCTV) inspection of Sanitary Sewer Basin <br /> No.3 and C04 in 2011. Staff reviewed the inspection videos to assess the condition of <br /> the pipelines. Defects in the existing wastewater collection pipeline were identified at <br /> several locations. The proposed agreement will provide for surveys at these locations. <br /> The information from the surveys is needed to design the project to correct the defects. <br /> ANALYSIS <br /> On April 2, 2012, staff solicited three Request for Proposals (RFP) from MacLeod & <br /> Associates, Sandis, Inc. and Mark Thomas and Associates. All three companies are <br /> equally professionally qualified to perform the work. Staff received one response from <br /> Sandis, Inc. on April 18, 2012 with proposed level of efforts in line with staff <br /> expectations. MacLeod Associates and Mark Thomas Associates declined to submit a <br /> proposal stating they were over committed on other projects. <br /> Sandis, Inc. has performed similar survey work for the city's 2011-2012 Sewer <br /> Replacement Project and Sanitary Sewer and Water Replacement Project (Redwood <br /> Avenue, Norman Court, and Ebener Street) and has demonstrated competence in <br /> providing surveying services for the wastewater collection system replacement projects. <br /> Sandis, Inc. will prepare topographic maps for approximately 18,645 lineal feet of <br /> wastewater collection system pipeline. Staff has negotiated reasonable fees with the <br /> consultant in accordance with codes applicable to professional service agreements. <br />
