6.1.C. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er June 11, 2012 SUBJECT Agreement with Sandis, Inc. for Surveying Services related to Future Wastewater Collection Capital Improvement Projects RECOMMENDATION Approve, by motion, the standard form Professional Services Agreement with Sandis, Inc. for a set fee of $70,040 to provide land and utilities surveying services for the proposed wastewater collection system capital improvement projects. BACKGROUND The city systematically replaces sections of aging sewer infrastructure to ensure the continued reliability of the system. Each year, the Community Development Department staff identifies pipelines that require excessive maintenance or experienced repeated service disruptions and target those pipelines for improvement. The city completed closed circuit television (CCTV) inspection of Sanitary Sewer Basin No.3 and C04 in 2011. Staff reviewed the inspection videos to assess the condition of the pipelines. Defects in the existing wastewater collection pipeline were identified at several locations. The proposed agreement will provide for surveys at these locations. The information from the surveys is needed to design the project to correct the defects. ANALYSIS On April 2, 2012, staff solicited three Request for Proposals (RFP) from MacLeod & Associates, Sandis, Inc. and Mark Thomas and Associates. All three companies are equally professionally qualified to perform the work. Staff received one response from Sandis, Inc. on April 18, 2012 with proposed level of efforts in line with staff expectations. MacLeod Associates and Mark Thomas Associates declined to submit a proposal stating they were over committed on other projects. Sandis, Inc. has performed similar survey work for the city's 2011-2012 Sewer Replacement Project and Sanitary Sewer and Water Replacement Project (Redwood Avenue, Norman Court, and Ebener Street) and has demonstrated competence in providing surveying services for the wastewater collection system replacement projects. Sandis, Inc. will prepare topographic maps for approximately 18,645 lineal feet of wastewater collection system pipeline. Staff has negotiated reasonable fees with the consultant in accordance with codes applicable to professional service agreements.
