D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 11, 2012 <br /> SUBJECT <br /> Award of Contract — 1306 Main Street Apartment Rehabilitation <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award a construction contract for the <br /> 1306 Main Street Apartment Rehabilitation to MR Meeks General Contractor of San <br /> Jose, California for their responsive and responsible low base bid of $426,815.00 and <br /> authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br /> the amount awarded. <br /> BACKGROUND <br /> Consistent with the Consolidated Plan goals, 1306 Main Street was acquired by the City <br /> in July of 2009 for the purpose of providing affordable housing to low income and <br /> special needs populations through the Housing First Program. <br /> In 2005 Council adopted the Consolidated Plan for 2005-2010 that identified priorities to <br /> meet affordable housing goals and to improve the quality of life for residents who are <br /> low income and have special needs. In addition, the City applied for funding through <br /> the Office of Housing for Community Development Block Grant (CDBG) and HOME <br /> Investment Partnership (HOME) toward acquisition of a Housing First site (1306 Main <br /> Street) to provide permanent housing to persons currently living on the streets, <br /> particularly in downtown Redwood City. These persons will be given supportive services <br /> to help them stabilize their lives and break the cycle of homelessness. <br /> Funding sources for the acquisition and the proposed rehabilitation of the property are <br /> the Community Development Block Grant (CDBG) and the Home Investment <br /> Partnership Program (HOME) funds. The property contains 23 units -- 22 studio units, a <br /> one-bedroom manager's unit and a laundry area. Rehabilitation work to make exigent <br /> health and safety repairs to six units and the laundry area was previously completed. <br /> ANALYSIS <br /> This project phase includes the rehabilitation of the remaining 17 units and common <br /> areas. All work is interior to the building, the pool was removed through an earlier <br /> contract, and exterior painting will occur via a subsequent contract. <br /> Brad Cox Architects was retained to prepare plans and specifications. The project was <br /> advertised for public bidding on May 7, 2012 and bids were opened on May 24, 2012. <br />
