6.1. D. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
June 11, 2012
SUBJECT
Award of Contract — 1306 Main Street Apartment Rehabilitation
RECOMMENDATION
Approve, by motion, the contract documents and award a construction contract for the
1306 Main Street Apartment Rehabilitation to MR Meeks General Contractor of San
Jose, California for their responsive and responsible low base bid of $426,815.00 and
authorize the City Manager to increase the contract amount, if necessary, up to 10% of
the amount awarded.
BACKGROUND
Consistent with the Consolidated Plan goals, 1306 Main Street was acquired by the City
in July of 2009 for the purpose of providing affordable housing to low income and
special needs populations through the Housing First Program.
In 2005 Council adopted the Consolidated Plan for 2005-2010 that identified priorities to
meet affordable housing goals and to improve the quality of life for residents who are
low income and have special needs. In addition, the City applied for funding through
the Office of Housing for Community Development Block Grant (CDBG) and HOME
Investment Partnership (HOME) toward acquisition of a Housing First site (1306 Main
Street) to provide permanent housing to persons currently living on the streets,
particularly in downtown Redwood City. These persons will be given supportive services
to help them stabilize their lives and break the cycle of homelessness.
Funding sources for the acquisition and the proposed rehabilitation of the property are
the Community Development Block Grant (CDBG) and the Home Investment
Partnership Program (HOME) funds. The property contains 23 units -- 22 studio units, a
one-bedroom manager's unit and a laundry area. Rehabilitation work to make exigent
health and safety repairs to six units and the laundry area was previously completed.
ANALYSIS
This project phase includes the rehabilitation of the remaining 17 units and common
areas. All work is interior to the building, the pool was removed through an earlier
contract, and exterior painting will occur via a subsequent contract.
Brad Cox Architects was retained to prepare plans and specifications. The project was
advertised for public bidding on May 7, 2012 and bids were opened on May 24, 2012.
