6.2.A. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
June 11, 2012
SUBJECT
Final Acceptance — Sanitary Sewer and Water Replacement Project (Redwood Avenue,
Norman Court, and Ebener Street)
RECOMMENDATION
Accept, by motion, the Sanitary Sewer and Water Replacement Project (Redwood
Avenue, Norman Court, and Ebener Street) and authorize the release of bonds and
retention according to city procedures.
BACKGROUND
The city systematically replaces sections of aging sewer and water infrastructure to
ensure the continued reliability of the system. Each year, the Community Development
Department identifies pipelines that required excessive maintenance or experienced
repeated service disruptions and targets those pipelines for improvement.
On August 22, 2011, Council awarded the construction contract for the Sanitary Sewer
and Water Replacement Project (Redwood Avenue, Norman Court, and Ebener Street)
to Casey Construction, Inc., of Redwood City. This project replaced approximately 735
linear feet of 6-inch vitrified clay pipe (VCP) sewer main with new 8-inch polyvinyl
chloride pipe (PVC), and 4,210 linear feet of 8-inch VCP sewer main with new 10-inch
PVC. Additionally, 375 linear feet of 2-inch water main along Norman Court was
replaced with 8-inch PVC.
ANALYSIS
The contract was awarded for a base bid of $1,088,974.00. The project was completed
in accordance with the plans and specifications and to the satisfaction of the City
Engineer. Change orders were issued which generated a credit of $22,513.62. The
final contract amount is $1,066,460.38 which is 2.06% less than the initially awarded
contract amount. Change orders resulted from quantity adjustments and work items
determined to be unnecessary when conditions were known.
ALTERNATIVES
Council may choose not to accept the project and/or authorize the release of bonds and
retention which would be contrary to the terms of the contract, prior Council action, and
the public contracting code.
