Proclamation: In Recognition of National Preservation Month 2012 - <br /> Kenneth Rolandelli, Chair, Historic Resources Advisory Committee <br /> Mayor Aguirre presented the proclamation to Mr. Rolandelli who shared the program of <br /> the events scheduled for the month. Mr. Rolandelli also recognized all the partners that <br /> made this possible. Mayor Aguirre thanked Mr. Rolandelli for all his historical initiatives <br /> and contributions to the Redwood City youth and the community in general. <br /> B. Proclamation: West Nile Virus and Mosquito and Vector Control <br /> Awareness Week - Maria Martinucci, Redwood City Trustee, San Mateo <br /> County Mosquito and Vector Control District <br /> Mayor Aguirre welcomed Ms. Maria Martinucci and thanked her for her work on the <br /> Board of Trustees as the Council's representative. Ms. Martinucci thanked the Council <br /> for being proactive in bringing awareness to this important issue. Mayor Aguirre also <br /> thanked Ms. Martinucci for her pro bono work and the regular updates to the City <br /> Council. <br /> C. Public Safety Realignment Informational Overview <br /> Recommendation: <br /> Review report for informational purposes only. <br /> Chief Gamez introduced Captain Mulholland who addressed the Council (presentation <br /> on file). He defined the issue of the realignment topic and explained the legislation that <br /> enacted such shift in responsibility from the State to the County. He provided details on <br /> "Who" the realignment population is. Captain Mulholland spoke about a Community <br /> Correction Partnership, which is being founded in each County. He also covered <br /> funding sources and distribution, and the local implementation plan and the delivery of <br /> support services. Council had questions about the number of parolees impacted by this <br /> reality and the timing of their return into the community. <br /> One Council Member noted that she had attended a community meeting with Captain <br /> Hernandez and she heard loud and clear the need for community services. This <br /> Council Member inquired about finances and funds for re-entry programs. Captain <br /> Mulholland provided details stating that services are not broken down by what is offered <br /> in incorporated Redwood City versus unincorporated Redwood City. Chief Gamez <br /> added that the "splits" have not been designated and provided clarifying details about <br /> the criminal background of the individuals with prior convictions. One Council Member <br /> agreed that a false sense of security can be a concern, but it is also important to provide <br /> programs that allow people to change their lives. One Council Member noted that local <br /> jurisdictions are getting one time money and no other ongoing funds. <br /> Council directed staff to have the presentation posted up on the website and at the <br /> Police Department's website. One Council Member thanked the Chief and his <br /> department for this type of work.
