B. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er June 18, 2012 SUBJECT Housing and Human Concerns Committee Fiscal Year 2012/2013 Funding Recommendations for Redwood City Human Services Financial Assistance (HSFA) Program RECOMMENDATION Approve Funding Recommendations for HSFA for FY 2012/2013. BACKGROUND As part of the Fiscal Year 2011-2012 Budget deliberations, the City Council decided to fund the Human Services Financial Assistance Program (HSFA) in the amounts of $117,511 for Fiscal Year 2011-2012 and $58,756 for Fiscal Year 2012-2013. A Notice of Funding Availability (NOFA) and Request for Proposals (RFP) was issued in December 2011. Staff offered a mandatory technical assistance workshop for all HSFA ap�licants on December 15, 2011. Agencies submitted their final proposals on January 20 ", 2012. On February 28, agencies appeared before the HHCC to make brief presentations and answer questions about their proposals. As part of the Fiscal Year 2011-2012 Budget deliberations, the City Council also decided to fund Shelter Network's Redwood Family House in the amount of $34,800 per year from general fund for Fiscal Years 2011-2012, 2012-2013, and 2013-2014. Because of this, funding for Shelter Network's Redwood Family House is not being brought to City Council for separate approval this year, but will be part of the approved budget proposal. In addition, on April 23, 2012, Council approved CDBG funding in the amount of $26,090 for Shelter Network's Redwood Family House for FY 2012-2013. ANALYSIS On March 7 the HHCC met to consider their funding recommendations for Fiscal Year 2012-2013. The Committee recommendations for funding are contained in Attachment 1 of this report. Attachment 1 also includes funding amounts received for Fiscal Year 2011-2012. Attachment 2 includes a brief description of each agency and their funding request.
