F. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 18, 2012 <br /> SUBJECT <br /> Agreement with West Coast Farmers Market Association for Farmers Market at <br /> Redwood Shores Library <br /> RECOMMENDATION <br /> Approve, by motion, a Revocable License Agreement Between the City of Redwood <br /> City and the West Coast Farmers Market Association for a Farmers Market in the <br /> parking lot at the Redwood Shores Branch Library in Redwood City. <br /> BACKGROUND <br /> The City distributed a Farmers Market Request for Proposals in January, 2012, after <br /> having received inquiries about proposed additional farmers markets in the City. This <br /> presented an opportunity for the City to produce a standardized, up-to-date farmers <br /> market agreement. <br /> At the City Council meeting of March 19, the Council approved two agreements for <br /> farmers markets on City property or public right of way (the Kiwanis and Rotary <br /> markets). At that time, a third farmers market proposal, from the West Coast Farmers <br /> Market Association, had been submitted but was not presented for City Council <br /> consideration as it required additional work to comply with the requirements as outlined <br /> in the City's Request for Proposals for farmers markets. The specific area needing <br /> additional work was the traffic control and parking plan. Additionally, input from <br /> stakeholder groups in Redwood Shores was desired by the City. <br /> Since then, the West Coast Farmers Market Association has worked with City staff and <br /> has submitted a revised plan, including a modified site layout and traffic and parking <br /> plan, which meets the City's general requirements. The revised plan has been shared <br /> with representatives of the Redwood Shores Community Association, the Redwood <br /> Shores Owners Association, the Shores Business Center Association, and the two <br /> nearby housing complexes, Peninsula Landing and Pelican Cove. These groups have <br /> provided valuable input and have expressed general support for the proposal. <br /> ANALYSIS <br /> The West Coast Farmers Market proposal is proposed to operate Fridays year-round <br /> from 11 am — 6 pm in the parking lot at the Redwood Shores Branch Library (which is <br /> presently closed on Fridays). The proposed License Agreement has an initial term of <br />
