9.A. - Page 2 <br /> May 21, 2012 meeting. That first round of appointments represented Phase I of the <br /> recruitment process. <br /> ANALYSIS <br /> The City Council is the appointing body for eight BCCs. There are three Chartered <br /> bodies (Planning, Port and Library) and the others are: Civic Cultural Commission, the <br /> Board of Building Review, the Housing and Human Concerns Committee, the Parks <br /> Recreation and Community Services Commission, and the Senior Affairs Commission. <br /> As per the recent restructuring of the Boards, Commissions and Committees, the <br /> Planning Commission makes appointments to the Architectural Advisory Committee and <br /> the Historic Resources Advisory Committee. <br /> Due to the timing when seats expire staff divided the recruitment into two parts. Phase I <br /> addressed seats expiring May 31 and Phase II addressed those seats expiring June 30 <br /> or July 31. All applicants were considered for their first choice on their applications. It is <br /> Council's prerogative to reconsider non-appointed applicants for their second choice <br /> listed on the application. <br /> The Phase I recruitment led to 17 appointments and two unfilled seats: one in the Parks <br /> and Recreation Commission and one in the Senior Affairs Commission. At the time of <br /> the appointments on May 21, 2012, City Council consensus was to "direct staff to <br /> contact applicants that were interviewed but not appointed and see if the applicants <br /> would consider applying for other existing unfilled vacancies." Mayor Aguirre contacted <br /> the two applicants that were not appointed for any of the Phase I seats. One applicant <br /> responded to the Mayor's invitation, Ms. Padilla, and offered her interest to serve on the <br /> unfilled seat on either Parks, Recreation and Community Services Commission (seat <br /> expiring 5/31/2016) or the Senior Affairs Commission (seat expiring 5/31/2014). At the <br /> same meeting, Council also directed staff to recruit for any unfilled seats. This will occur <br /> once the City Council considers the possibility of this additional appointment. <br /> The City Clerk's Office will also recruit for the one unfilled seat on the Historic <br /> Resources Advisory Committee. The goal of this recruitment is to afford the Planning <br /> Commission additional applicants for consideration. It is anticipated that this <br /> recruitment will take place in the July timeframe with appointments and interviews in <br /> September. <br /> ALTERNATIVES <br /> Council may decide not to make appointments. <br /> FISCAL IMPACT <br /> Not applicable. <br /> ENVIRONMENTAL REVIEW <br /> Not a project under California Environmental Quality Act. <br />
