6.1.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 25, 2012 <br /> SUBJECT <br /> Crossing Guard Services Contract <br /> RECOMMENDATION <br /> Approve by motion, a one year amendment to the agreement between the City of <br /> Redwood City and All City Management Services to provide crossing guard service for <br /> fiscal year 2012-2013, and authorize the Chief of Police or his designee to execute all <br /> documents with regard to the Agreement. <br /> BACKGROUND <br /> Since fiscal year 1999-2000 the City has contracted with All City Management Services <br /> to staff nineteen crossing guard posts. The contract is due for renewal beginning July 1, <br /> 2012. The City chose to contract with All City Management Services to provide <br /> crossing guard services in lieu of maintaining a staff of part-time non-sworn police <br /> department personnel. The current projected cost to provide these services for the <br /> upcoming fiscal year shall not exceed $197,275.00. <br /> ANALYSIS <br /> Prior to contracting with All City Management Services, the Police Department managed <br /> and staffed crossing guard posts but found it difficult to conduct supervisory oversight <br /> and maintain crossing guard staffing. Staffing vacancies had to be filled with <br /> Community Service Officers or Police Officers, necessitating the reassignment of <br /> personnel from patrol, traffic enforcement, and the investigation of crimes. These <br /> reassignments resulted in fewer police personnel available for calls for service and less <br /> time available for proactive law enforcement and criminal investigations. Staffing <br /> reductions of Community Service Officers has made it even more difficult for police <br /> personnel to provide this type of service to the community. <br /> All City Management Services maintains on-call employees to fill vacancies as needed, <br /> provides training, equipment, and supervision for its employees and provides liability <br /> coverage. <br /> All City Management Services remains the only private vendor in our area providing <br /> crossing guard services. <br />
