EXHIBIT A <br /> <br /> Theatre Way and Courthouse Plaza <br /> Wind Consultation and <br /> Wind-Tunnel Solutions Workshop <br /> <br /> WORK SCOPE - Wind-Tunnel Consulting and Testing for Pedestrian-level Winds <br /> <br /> The primary intent of this work is to provide Freedman, Tung & Bottomley, as the landscape <br /> architect, and Redwood City, as the owner, with critical information and guidance to the <br /> streetscape and plaza design and placement process so that critical open space locations can <br /> have wind environments that are as acceptable as possible for their intended uses. This work <br /> would focus on two different but adjacent settings - one being the single block of <br /> Middlefield Road (soon to be renamed Theatre Way) between Broadway and Winslow; the <br /> second being the new Courthouse Plaza, to be created by the demolition of the Courthouse <br /> Annex building on Broadway between Hamilton and MiddDfield <br /> <br /> Careful analysis and wind-tunnel testing undertaken early in the project design can provide <br /> valuable information concerning the acceptability of certain locations for outdoor use as, for <br /> example, pedes~an walkways, open spaces, seating areas, or other specific outdoor uses. <br /> Testing can also identify potential problems that could make building access/egress <br /> uncomfortable, and can help develop effective measures to mitigate adverse wind conditions. <br /> <br /> TASKS <br /> <br /> 1 ) Data Gathering. Acceptance Criteria Setting, Meetings and Consultation <br /> <br /> In addition, ~'e understand the importance of adopting evaiaation criteria that are appropriate <br /> to the proposed uses and to typical site configurations in general, as well as to the various <br /> intended uses for critical areas. We will prepare simple written criteria based input from <br /> Freedman. Tung & Bottomley staff; these criteria will be submitted for your review and <br /> approval. <br /> <br /> ESA would obtain and review available nearby wind speed and direction data records from <br /> the best available representatix~e meteorological data source (such as the San Carlos Airport) <br /> and determine the applicability of these wind data to the subject sites in downtown Redwood <br /> City. ESA wouid review proposed pedestrian, plaza user. and outdoor dining uses and <br /> recommend the appropriate design parameters for "acceptable" winds, given those proposed <br /> uses, as well as x~ hat appropriate thresholds of mitigation might be for each of the two <br /> different but adjacent areas - Theatre Way, between Broadway and Winslow, and the new <br /> Courthouse Plaza. on Broadway between Hamilton and Middlefield. <br /> <br /> Meetings and consultations will be provided in up to two meetings with Freedman, Tung & <br /> Bottomley, as scheduled at their request, and the work effort shall include data review and <br /> meeting preparation time, as well as time to make any oral presentation of Task 1 findings. <br /> <br /> 2) Wind Tunnel Workshop for Mitigation Development <br /> <br /> In the event that unacceptable wind conditions are suspected to result, ESA would construct <br /> a 1" = 50 ft scale model of Theatre Way, Courthouse Plaza and their surroundings to be <br /> studied and compared in a single wind-tunnel workshop session. Freedman, Tung & <br /> Bottomley would provide to ESA all information necessary to construction of the model; this <br /> includes information about the project and the existing structures and vegetation in the <br /> project vicinit.x. This session will further explore other wind improvement measures - likely <br /> landscape trees and some small structures, such as walls or screens - that could reduce <br /> <br />P203394 - Scope.
