DES:djk 0 04/95 (028/9) <br /> <br /> person travelled that would otherwise be generated <br /> by commuting. <br /> <br /> (b) Objectives. <br /> <br /> (1) To participate in an inter-city authority to <br /> promote programs and services that help employers <br /> achieve their trip-reduction goals in an effort to <br /> improve air quality and reduce traffic congestion <br /> in the region. <br /> <br /> (2) To facilitate the achievement of vehicle-t°- <br /> employee-ratio (VER) standards by public and <br /> private employers subject to BAAQMD Regulation 13, <br /> Rule 1, a regional employer-based trip-reduction <br /> mandate effective in San Mateo County beginning <br /> July 1, 1994. <br /> <br /> (3) To encourage and facilitate participation by <br /> employers with 25-99 employees in promoting <br /> commute alternatives for their employees. <br /> <br /> 3. DEFINITIONS. As used in this ordinance, the following <br />words and phrases have the meanings respectively ascribed <br />thereto: <br /> <br /> (a) "Employee" shall mean any person hired by an <br /> employer for work at the workplace, including full-time, <br /> part-time and seasonal work consisting of 20 hours or more <br /> per week on a regular basis, and including independent <br /> contractors but excluding field construction workers, field <br /> <br /> <br />
