EXHIBIT "A" <br /> SCOPE OF SERVICES AND TIME SCHEDULE <br /> PROJECT DESCRIPTION: <br /> Update the city's 2008 Sewer System Master Plan to include amending the existing hydraulic <br /> model to incorporate bui�dout projections from the recently updated General Plan, evaluating <br /> recommended capacity improvements using the new projections, and assessing whether flow <br /> data collected since 2008 may lead to a measurable difference in predicted flows and <br /> associated recommendations. <br /> SCOPE OF SERVICES: <br /> Task 1 — Project Management <br /> This task includes a kick-off ineeting to exchange important project information, define roles and <br /> expectations, and set goals and critical deadlines for the project. Task 1 also provides budget <br /> and schedule control, and quality assurance and quality control of all deliverables. Deliverables <br /> include meeting agendas, m inutes, invoices, and monthly status reports. <br /> Task 2—Hydraulic Model and Master Plan Update <br /> Task 2.1 —Data and Svstem Review <br /> Consultant shall review the following information, as available, and will utilize the 2008 <br /> calibrated hydraulic model that is provided by the city: <br /> a) 2008 model data including network, loads, and runs/results <br /> b) GIS shapefiles used for model development, and produced for the 2008 Master Plan <br /> Report <br /> c) Electronic data provided for development of the 2008 hydraulic model <br /> d) Flow data used for calibration of the 2008 hydraulic model <br /> e) Flow data acquired since 2008 <br /> fl SSO data as available through the CIWQS public reports since 2008 <br /> Task 2.2— Review Wastewater Flows <br /> In the 2008 hydraulic model, Peak Dry Weather Flows (PDWF) were simulated by assigning <br /> base wastewater flows in part from 2000 census data, adjusted to reflect 2005 Association of <br /> Bay Area Governments (ABAG) census projections. 2010 census data has shown that the <br /> population has increased by approximately two percent since 2000. Consultant shall evaluate <br /> this trend to confirm that this information does not necessitate any changes to base wastewater <br /> flow projections for PDWF simulations. In addition, Consultant shall review large user water <br /> information (e.g., commercial and industrial users) to confirm that the model accurately <br /> represents these larger point loads. <br /> The 2008 hydraulic model simulated Peak Wet Weather Flow (PWWF) conditions by assigning <br /> rainfall dependent inflow and infiltration (RDII) factors to calibrate modeled flows to wet weather <br /> flow data captured during three consecutive years beginning in 2005. The industry-accepted <br /> "RTK" method was utilized for this wet weather calibration.
