Consultant shall also create a hydraulic model scenario that includes up to three larger rainfall <br /> events, such as a 5-year, 24-hour storm event, a 10-year, 6-hour storm event, and a 10-year, <br /> 24-hour storm as documented through the National Oceanic and Atmospheric Administration <br /> (NOAA) Rainfall Frequency Atlas, using the Soil Conservation Service (SCS) Type I rainfall <br /> distribution curve. Con sultant shall provide a report on any new capacity issues that are created <br /> within the hydraulic model, including both modeled pipelines and pump stations, resulting from <br /> these scenarios. Consultant shall assess the amount of potential wet weather storage that <br /> would be required to assure that wet weather flows do not exceed the City's SBSA contractual <br /> flow limitations during the 10-year, 24-hour storm event. Consultant shall also begin the <br /> development of needed capacity improvements, as feasible within the not-to-exceed budget for <br /> this subtask. It is assumed that simple capacity improvements involving upsizing of a limited <br /> number of pipelines toward the downstream portion of the system can be accomplished within <br /> the proposed budget. More complex improvements such as redirecting flow, sewer relief <br /> alternatives or in-system storage will be evaluated as an Opti onal Task B. <br /> Task 2.5—Capital Improvement Proqram Update <br /> Consultant shall review and update Chapter 6 of the Master Plan to include changes from the <br /> new buildout scenario, using the 5-year storm. The update will describe the proposed capital <br /> improvement program (CIP). The update will recommend any changes to identified projects, <br /> propose new projects, adjust priorities, and document capacity improvements that have been <br /> completed since 2008. The update will use the same cost assumptions as the Master Plan, and <br /> will update all Master Plan costs to a current cost basis using Engineering News Record (ENR) <br /> construction cost i ndices. <br /> Task 2.6— Draft and Final Master Plan Amendment Technical Memorandum <br /> Consultant shall prepare a draft and final Technical Memorandum (TM) summarizing the work <br /> completed in Tasks 1 and 2.
