EXHIBIT A
PROJECT DESCRIPTION:
Carbon change-out services, on as-needed basis, for the dewatering/filtration system in the
City's Jefferson Avenue Underground Parking Garage located at 850 Jefferson Avenue,
Redwood City, CA.
The Jefferson Underground Parking Garage and dewatering/filtration system has been in
operation since 2005. Monthly reports are prepared and submitted to the California Regional
Water Quality Control Board based sampling of the influent and effluent. When the results show
that the concentration of hydrocarbons or other hazardous materials is approaching the
threshold levels, the carbon in all four carbon vessels are changed out. Replacement carbon
may be reactivated carbon or virgin carbon depending on concentration of detected
hydrocarbons. Each carbon vessel can hold up to 2,000 Ibs of carbon or a total of 8,000
pounds. The four carbon vessels are located in the P2 level in the dewatering/filtration room
where access is limited. The vehicle height limit is 7 feet. On average, the system (all four
vessels) require two (2) change outs per y ear.
SCOPE OF WORK:
• Contractor shall perform carbon change-outs of four (4) dewatering/filtration system
vessels, in the City's Jefferson Avenue Underground Parking Garage located at 850
Jefferson Avenue, four (4) times on an as-needed basis. Contractor shall also replace
particulate filter bags when changing out carbon.
• Contractor shall inspect dewatering system piping on a monthly basis.
TIME SCHEDULE:
City shall notify Contractor when change-out of carbon is necessary. City shall specify either
reactivated or virgin carbon at that time and Contractor shall perform change-out within ten (10)
days of notification.
FEE SCHEDULE:
Cost may change depending on how often carbon filters require carbon replacement and the
type of carbon (reactivated or virgin) required by the City.
EnviroSupply Annual
Description Quantity Cost Each Amount
1 8,000 Ib.Reactivated Carbon 4 $8,480.00 $33,920.00
2 8,000 Ib.Virgin Carbon 4 $14,240.00
3 Monthly inspection of pipes 12 $475.00 $5,700.00
4 Replace particulate filter bags 2 filters 4 times/yr $20.00 $80.00
5 Hourly rate for plumber 40 $65.00 2 600.00
Total $42,300.00
All expenses and incidental costs are included.
