Revisions to the EIR will consist of those discussed at the March 8, 2016 meeting and <br /> described above under Scope of Work and significant additional changes will not be <br /> necessary. <br /> 2. No additional analysis of project alternatives is necessary <br /> 3. There will be no changes to the project graphics or visual simulations <br /> . . - <br /> This 3�d Contract Amendment was developed using our understanding of the changes requested <br /> by City Planning and legal staff at the March 8, 2016 meeting and above assumption. If <br /> unforeseen conditions are encountered, or if consultant experiences delays or circumstances <br /> beyond our control, consultant will notify the City immediately to discuss potential out of scope <br /> situations. <br /> This 3�d Contract Amendment covers the tasks needed to prepare the 3�d ADEIR and publish of <br /> the Draft EIR as described above in the Scope of Work. Once preparation of the Draft EIR is <br /> complete, the remaining tasks in the contract would be covered under the 1 St Contract <br /> Amendment of June 2014 (Phases 3—7). <br /> The budget request also includes cost overruns experienced during the preparation of the 2nd <br /> ADEIR (Phase 2) and in Project Management (Phase 6). These overruns were caused by the <br /> following situations. <br /> 1. Incorporation of the Hillside Alternative into the EIR required more comprehensive <br /> changes throughout the document than anticipated. The new alternative became the <br /> environmentally preferred alternative requiring revisions throughout the document rather <br /> than a simple addition to one EIR chapter. <br /> 2. The geotechnical investigation and subsequent report prepared by Cornerstone Earth <br /> Group required three reviews of the draft report to finalize. <br /> 3. The technical nature of the geologic site constraints and its influence on the project and <br /> alternatives designs required increased communication and coordination between <br /> Cornerstone Earth Group, IEC and City staff. <br /> 4.
