6.2.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 9, 2012 <br /> SUBJECT <br /> Final Acceptance — Redwood City Recycled Water Project — Phase I — Redwood <br /> Shores Customer Site Retrofits — Bid Package 5 <br /> RECOMMENDATION <br /> Accept, by motion, the Redwood City Recycled Water Project — Phase I — Redwood <br /> Shores Customer Site Retrofits — Bid Package 5 Project, and authorize the release of <br /> bonds and retention according to the city's procedures. <br /> BACKGROUND <br /> On August 22, 2011, the City Council approved the contract documents and awarded <br /> the contract for the Redwood City Recycled Water Project— Phase I — Redwood Shores <br /> Customer Site Retrofits — Bid Package 5 Project to the lowest responsive and <br /> responsible bidder, ValleyCrest Landscape Maintenance, Inc. of San Jose, California for <br /> their low bid of $349,375.52 and authorized the City Manager to increase the contract <br /> amount up to $384,313. <br /> This customer site retrofit project is the fifth retrofit project to extend the delivery of <br /> recycled water to commercial, residential and municipal irrigation roadway landscape <br /> customers in Redwood City and the first in the Redwood Shores Area to focus on Home <br /> Owner Associations (HOAs). The work of this project converted existing irrigation <br /> systems that previously only accommodated the use of potable water, to accommodate <br /> recycled water. <br /> ANALYSIS <br /> The Redwood City Recycled Water Project — Phase I — Redwood Shores Customer Site <br /> Retrofits — Bid Package 5 Project was successfully completed in accordance with the <br /> plans and specifications within the timeframe allowed by the contract, and to the <br /> satisfaction of the City Engineer for a total cost of $373,050.73. Five (5) change orders <br /> were issued totaling $23,675.21 which is 7% more than the contract amount originally <br /> awarded. Change orders are attributable to unforeseeable site conditions identified <br /> after excavation activities began; changes in the orientation and configuration of the <br /> recycled water use areas determined after the Bid was awarded and the deletion of <br />
